The Finance Department is on the third floor. (財務部は、３階です。)

The Finance Department is near the IT room. (財務部は、IT室のそばです。)

The Finance Department is across from the front desk. 
(財務部は、フロントの向かい側です。)

Point

・On：床などの表面に接触しているということを表す
・Near：「そば」または「となり」を表す
・Across from：反対側を表す
